As the Chief Inspector, Dr Dwyer has played a pivotal role in shaping Jamaica’s education system. Her extensive experience in both teaching and leadership positions, coupled with her deep understanding of educational challenges and opportunities within Jamaica and across the Caribbean especially, makes her an invaluable asset to the Institute.
In her new role as Advocate in Residence, Dr Dwyer will:
- Provide Expert Guidance: Share her insights and expertise on educational policy, leadership, and school improvement.
- Collaborate on Research: Work with IESE researchers to explore critical issues in education, particularly those related to equity and social justice.
- Engage with the Community: Participate in conferences, workshops, and other events to raise awareness about educational challenges and solutions.

About Dr Maureen Dwyer
Dr Maureen Dwyer has been the head of the National Education Inspectorate (NEI) since September 2011. She has more than 31 years’ experience of working in education in Jamaica, starting as a secondary school teacher.
Dr Dwyer’s work at the NEI has been instrumental in helping successive governments, along with the work of the National College for Educational Leadership (NCEL), focus on leadership for system level school improvement.
Dr Dwyer previously acted as Permanent Secretary in the Ministry of Education & Youth.
