Kei-Retta Farrell is a governance, policy and organisational leadership professional with extensive experience across government, public services and the voluntary sector. She currently serves as the Government of Montserrat’s UK Representative and Head of the Montserrat Government UK Office, where she leads high-level diplomatic engagement, strengthens bilateral cooperation with UK departments, and advances national priorities across education, health, climate resilience and economic development.

Her career includes senior roles at Birmingham City Council and Young Lives vs Cancer, where she led major organisational change programmes, evidence-based policy reform and equity-centred strategy development. Kei-Retta also serves as a Group Board Member at Riverside, sitting on the Strategy Steering Group and contributing to long-term governance and strategic oversight.

With a strong commitment to integrity, community impact and inclusive leadership, she works to build partnerships, strengthen systems and champion equitable approaches that support transformational outcomes for communities and small-island developing states.
